A response strategy is the predetermined set of response positions, engagement doctrine, and force allocation designed to interdict an adversary before the critical detection point that pathway and timeline analysis identifies. Decided well in advance, it turns a chaotic first few minutes into a rehearsed sequence of decisions rather than an improvised one.

GSS designs response positions and force posture directly from timeline analysis output, so the strategy is sized to a measured requirement rather than to a headcount that has simply always been the headcount. Command, control, and communication requirements are defined alongside it, since a strategy that assumes clean communication under stress is assuming something that isn't guaranteed.

The strategy is coordinated with minimum complement determination on the staffing side and validated against force-on-force exercise results on the performance side — designed once, but tested and revised as both change.
