OPERATIONAL CONTEXT

Every protective strategy starts with a direction of travel

For an existing facility, the assessment runs outside-in. It starts at the perimeter and moves inward the way an adversary would, evaluating detection, delay, and response as they are actually encountered rather than as they appear on a drawing.

For a facility still in design, the direction reverses. There is no perimeter to walk yet, so the assessment runs inside-out, starting from the vital areas and target sets that must be protected and working outward to size everything else (barriers, detection, response) to that requirement rather than retrofitting it later.

Both directions produce the same thing, a documented basis for what the site actually needs, established before a single sensor, barrier, or additional post is specified.

    Protection objectives established against Design Basis Threat capability and consequence criteria before any design decision is made.

    Outside-In Assessment

    For existing facilities, analysis begins at the perimeter and works inward, evaluating detection, delay, and response as an adversary would encounter them.

    Inside-Out Design

    For new build, analysis begins at the vital areas and target sets and works outward, sizing protective layers to what they must protect.

    Measured performance compared against the protective strategy's actual requirements, not against assumption.

Do you assess existing facilities and new build programs the same way?No. The direction of travel reverses, outside-in for an existing perimeter and inside-out from vital areas and target sets when there is no facility yet to walk.
How long does a full assessment take?It scales with facility size and how much prior analysis already exists; scope is set at kickoff rather than assumed from a standard package.
Does this replace our existing security plan?No. It measures the existing plan against requirement and identifies where it needs to change, which is usually more useful than starting over.
