Every protective strategy starts with a direction of travel
For an existing facility, the assessment runs outside-in: it starts at the perimeter and moves inward the way an adversary would, evaluating detection, delay, and response as they are actually encountered rather than as they appear on a drawing.
For a facility still in design, the direction reverses. There is no perimeter to walk yet, so the assessment runs inside-out, starting from the vital areas and target sets that must be protected and working outward to size everything else — barriers, detection, response — to that requirement rather than retrofitting it later.
Both directions produce the same thing: a documented basis for what the site actually needs, established before a single sensor, barrier, or additional post is specified.
