Target Set Identification & Development

Vital areas say where. Target sets say what. GSS traces the minimum equipment, system, or material within each vital area that actually has to be protected, and scopes the strategy to it.

OPERATIONAL CONTEXT

The protective strategy is only as tight as the target set beneath it

A target set is narrower than a vital area: it is the specific structure, system, component, or material whose loss, sabotage, or theft produces the defined unacceptable consequence. Where vital area analysis establishes location, target set identification establishes the minimum combination of equipment within that location that actually drives the outcome.

GSS cross-references vital areas against equipment and system inventories, traces consequence paths down to the component level, and groups the results into discrete target sets with documented rationale — checked against redundant or diverse systems so the scope is neither too broad nor too narrow.

The finished target set is the handoff point: it is what barriers, detection, and response are sized to protect, and everything upstream of it is groundwork for this step.
