Regulators require the protective strategy to be demonstrated in a specific documented form, such as physical security plans, safeguards contingency plans, and licensing basis submittals, not simply implemented in practice. A site can be genuinely well protected and still fail review because the documentation doesn't demonstrate it in the required structure.
