Regulators require the protective strategy to be demonstrated in a specific documented form — physical security plans, safeguards contingency plans, licensing basis submittals — not simply implemented in practice. A site can be genuinely well protected and still fail review because the documentation doesn't demonstrate it in the required structure.
GSS translates the underlying technical work — vital area and target set analysis, timeline analysis, response strategy — into documentation built to satisfy that review, and supports the site directly through the regulator's inspection and question-and-response process rather than handing over a document and stepping back.
